UK and Moldova Finalise Driving Licence Exchange Deal Starting August 1

Agreement Signed by UK and Moldovan Officials

The United Kingdom and the Republic of Moldova have signed a memorandum of understanding (MoU) to allow reciprocal exchange of driving licences. Ambassador Ruslan Bolbocean signed the agreement on behalf of Moldova. Lilian Greenwood, Minister for Future of Roads, signed on behalf of the UK Department for Transport.

New Rules Begin in August 2025

Beginning 1 August 2025, Moldovan nationals who are already living in the UK will have the opportunity to exchange their driving licence. The application uses the services of the Driver and Vehicle Licensing Agency (DVLA) to eliminate both the theory and practical driving tests. To be recruited, job candidates have to satisfy the legislative requirements set in the UK.

Simplified Exchange Procedure Confirmed

The MoU places Moldova among EU nations and 22 non-EU countries eligible for simplified exchange. Moldovan citizens must apply within five years of becoming UK residents. Applications made after this period will not be eligible for simplified procedures. The precondition applies uniformly to all designated exchange countries.

UK Licences Also Valid in Moldova

The agreement also allows Moldova to accept UK-issued licences. This includes those held by Moldovan nationals who obtained their driving rights while residing in the UK. The provision ensures mutual recognition and supports cross-border mobility.

Strong Bilateral Support Emphasised

A joint statement from both governments highlighted the agreement’s significance. “The signing of this MoU represents a strong message of support from the United Kingdom to the Republic of Moldova and a recognition of the valuable contribution that Moldovan citizens make to British society.”

Technical Teams Finalised Coordination

Over recent weeks, technical teams from both nations established coordination mechanisms. These efforts ensure a smooth and consistent process for licence exchange. The agreement follows a consultation process which received over 1,000 public responses.

DVLA to Implement Licence Reforms

The DVLA confirmed its intention to amend UK law to reflect the new provisions. Between January 2018 and November 2024, 33,472 GB provisional licences were issued to individuals born in Moldova. The reform is expected to simplify driving access for the 18,000 Moldovan citizens currently residing in the UK.

Government Consultation Receives High Engagement

Officials noted the consultation’s engagement rate exceeded expectations. “Much higher than usual” levels of participation signalled strong public interest in the reforms. Respondents included supporters who stated that Moldova’s driving standards were comparable to UK standards. One respondent added, “This process will reduce bureaucracy and facilitate the easier integration of Moldovan citizens into British society.”

Mixed Reactions from Public Responses

While many supported the MoU, some raised concerns about road safety. One submission claimed, “This cannot be allowed to happen. We have dangerous drivers who are not keeping up to date with the Highway Code or Road Traffic Act.” The same respondent stated that safety remains a “low priority” in Moldova, despite recent investments in road safety.

UK Government Confirms Support Despite Concerns

Despite concerns, the DVLA confirmed its support for the reciprocal exchange. The department reaffirmed plans to amend it law as early as possible. These changes will enable eligible Moldovan drivers to receive UK licences under designated country rules.

Bilateral Mobility Gains Momentum

The agreement reinforces the it’s broader mobility policy with European and international partners. By extending access to simplified exchange, the it aims to facilitate legal driving access and reduce administrative delays.

Ongoing Implementation and Review

The two governments will keep observing the implementation of the agreement. Before 1 August 2025, the DVLA and Moldovan governments are supposed to upgrade systems.
