The Lottery Corporation Just Rewired Its Entire Leadership Structure – Here’s What’s Changing

The Lottery Corporation Limited (ASX: TLC) has announced a significant overhaul of its operating model and executive leadership team. This signals a clear pivot toward becoming a digital entertainment company. The changes will take effect from 1 July 2026, subject to regulatory approvals.

Managing Director and Chief Executive Officer Wayne Pickup said the Company’s existing strategy had served it well, but the new structure would sharpen decision-making and further accelerate growth.

Three Business Units, Three New COOs

The most significant change under the Lottery Corp’s new operating model is the creation of three distinct customer-facing business units, each headed by a newly appointed Chief Operating Officer:

  • Lotteries – Callum Mulvihill appointed as COO. His mandate covers growing the core lotteries product portfolio, covering both the retail network and digital wholesale partnerships.
  • Digital – Loren Somerville appointed as COO. The Digital unit is tasked with driving online lottery sales, improving app and web experiences, and exploring adjacent lottery entertainment categories.
  • Keno – Antony Moore appointed as COO. This unit brings together venue-based and online Keno operations under one leader, focused on growing customer appeal and expanding the online footprint.

This structure gives each unit a focused mandate rather than lumping all three under a shared general management layer. That kind of clarity in accountability is often what separates good strategy from great execution.

Enterprise Services Reshaped Too

Alongside the three customer units, three enterprise services divisions will support the broader business:

  • Financial and Corporate Services – Adam Newman remains Chief Financial Officer. His remit now expands to cover Legal, Risk, Cyber, and Technology services.
  • Strategy – Rob Ure appointed as Chief Strategy Officer.
  • People and Brand – Michelle Williams appointed as Chief People and Brand Officer.

Newman will also step in as Company Secretary from 31 March 2026 on a temporary basis while the Company completes its search for a permanent appointment.

Two Senior Executives to Depart

The restructure comes with some high-profile exits:

  • Andrew Shepherd, Chief Customer and Marketing Officer, will leave the Company on 1 July 2026.
  • Nicholas Allton, Chief Legal and Risk Officer and Company Secretary, will leave on 31 March 2026 and will simultaneously resign as Company Secretary.

The Lottery Corporation board acknowledged both executives for their contributions and their standing within the leadership team.
